General rules

1. These Regulations of the Department of Anti-Corruption “Compliance Control” (hereinafter - the Department) determines the status, main tasks, functions, rights, responsibilities, organization of activities, functional tasks and responsibilities of employees.

2. The Division is a structural subdivision of the university.

3.       The activity of the Division is aimed at managing the system of “Compliance Control” at the university, as well as the implementation of anti-corruption measures, and within the framework of its activity reports directly to the rector of the university and reports to the Compliance Control and Anti-Corruption Department of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan (hereinafter - the Ministry).

4. In its activity the department observes the Constitution and laws of the Republic of Uzbekistan, resolutions of the Republic of Uzbekistan Supreme Assembly, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of ministries and decisions of the jury, the present regulation, internal orders of the university, as well as other

5.       The department carries out its activity in cooperation with other departments of the university.

II.      Functions and tasks of the department

6. The main functions of the Department are the following:

carrying out prevention and elimination of corruption violations at the university;

ensuring the implementation of measures aimed at the realization of the project “Sphere without Corruption” on a university scale in the system of higher education;

implementation and realization of the anti-corruption system “Compliance Control” at the university;

identification of areas with a high risk of corruption at the university, as well as the causes and conditions of corruption violations;

          ensuring the implementation of programs aimed at eliminating the causes and conditions of corruption violations at the university and increasing the effectiveness of anti-corruption measures;

          coordinating public control aimed at combating corruption at the university, as well as monitoring anti-corruption efforts through the use of ICT;

7. To complete the tasks assigned to it, the department performs the following functions:

exercises control over compliance with anti-corruption legislation and regulations at the university, as well as decisions and orders of the Council of the Ministry;

develops measures and work plans aimed at the prevention of corruption offenses, ensures their full, quality and timely execution, studies the status of implementation of the established measures;

implements the “Sphere without Corruption” project at the university; makes proposals to eliminate corruption norms identified in the internal documents of the university;

assesses corruption risks; considers appeals and anonymous reports on corruption risks and violations in the behavior of the teaching staff, managerial, technical, service and pedagogical employees of the university and takes measures in accordance with the established procedure;

participates in analyzing conflicts of interest in public procurement and checking the reliability of contractors;

studies conflict of interest among university employees and makes appropriate proposals on identified cases;

regularly organizes preventive conversations between professors and teachers of the university, managerial, technical, service and teaching staff;

conducts questionnaire surveys among faculty members and students (master’s students) in order to identify cases of corruption in the university’s activities;

organizes meetings, seminars, contests aimed at combating corruption among the teaching staff and students;

quarterly and as necessary reports on the work done to counteract corruption and corruption situation in the university to the rector and the Compliance Control and Anti-Corruption Department of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan;
